Project: Building and Construction

Stage 5

On behalf of the Construction, Plumbing and Services IRC, Artibus Innovation has reviewed and developed the following training package components:

  • 10 qualifications:
    • CPC40408 Certificate IV in Building and Construction (Sales)
    • CPC40611 Certificate IV in Building and Construction (Specialist Trades)
    • CPC40708 Certificate IV in Building and Construction (Trade Contracting)
    • CPC4XX19 Certificate IV in Building and Construction (Building)
    • CPC4XX19 Certificate IV in Building and Construction (Contract Administration)
    • CPC4XX19 Certificate IV in Building and Construction (Estimating)
    • CPC4XX19 Certificate IV in Building and Construction (Site Management)
    • CPC5XX19 Diploma of Building and Construction (Building)
    • CPC5XX19 Diploma of Building and Construction (Management)
    • CPC6XX19 Advanced Diploma of Building and Construction (Management)
  • 78 units of competency.

The Building and Construction technical advisory group has considered feedback received during the national road show, through feedback surveys and industry consultations and is proposing the following qualifications:

1. Certificate IV in Building [2 outcomes]

  • Certificate IV in Building (Contract Administrator)
  • Certificate IV in Building (Estimator)

2. Certificate IV in Building and Construction [2 outcomes]

  • Certificate IV in Building and Construction (Builder)
  • Certificate IV in Building and Construction (Site Manager)

(Note, change of terminology from ‘building’, ‘site management’, ‘contract administration’ and ‘estimating’ to occupational outcomes of builder, site manager, estimator and contract administrator)

3. Diploma of Building and Construction (Management)

4. Diploma of Building and Construction (Building)

5. Advanced Diploma of Building and Construction (Management)

There have been major changes to the packaging rules of all qualifications, including an increase in the number of units required for the Certificate IV in Building and Construction (Building) and the Diploma of Building and Construction (Building).  There have also been title changes to units of competency to replace reference to low and medium rise buildings which are used differently in different jurisdictions, with National Construction Code (NCC) building classifications or storeys.

The structures of two Diplomas (Building and Management) and the Advanced Diploma were reviewed, and the following qualifications were merged with separate streams:

  • CPC40208 Certificate IV in Building and Construction (Contract Administration) and CPC40308 Certificate IV in Building and Construction (Estimating)
  • CPC40110 Certificate IV in Building and Construction (Building) and CPC40508 Certificate IV in Building and Construction (Site Management).

Three qualifications are proposed to be deleted due to lack of take-up and industry relevance:

  • CPC40611 Certificate IV in Building and Construction (Specialist Trades)
  • CPC40708 Certificate IV in Building and Construction (Trade Contracting)
  • CPC40408 Certificate IV in Building and Construction (Sales)

56 units of competency are being updated to meet industry needs. In addition:

  • Four units have been merged into two:
    • Merged CPCCBC4003 Select and prepare a construction contract with CPCCBC4016 Administer a construction contract
    • Merged CPCCBC4010 Apply structural principles to residential low rise constructions with CPCCBC4011 Apply structural principles to commercial low rise constructions
  • One unit (CPCCBC4001A Apply building codes and standards to the construction process for low rise building projects) has been separated into two units:
    • Apply building codes and standards to the construction process for Class 2 to 9, Type C buildings
    • Apply building codes and standards to the construction process for Class 1 and 10 buildings
  • Two new units of competency have been created to address industry specific needs:
    • Lead and manage teams in the building and construction industry
    • Manage building and construction business finances
  • 6 heritage, 2 refractory bricklaying, 5 crane; and rigging and scaffolding units from deleted qualifications were referred to trade projects
  • 2 asbestos units were referred to the Demolition project
  • 3 units have been deleted:
    • CPCCBC4027B Establish a basis for sales consulting
    • CPCCBC4030A Analyse and communicate industry information
    • CPCCBC4033A Maintain the sales environment.
