Project: Plumbing and Fire Services


Stage 3

On behalf of the Construction, Plumbing and Services IRC, Artibus Innovation is reviewing and developing the following training package components:

  • 8 qualifications:
    • CPC20712 Certificate II in Drainage
    • CPC32412 Certificate III in Plumbing
    • CPC32612 Certificate III in Roof Plumbing
    • CPC32713 Certificate III in Gas Fitting
    • CPC32813 Certificate III in Fire Protection
    • CPC40912 Certificate IV in Plumbing and Services
    • CPC50509 Diploma of Fire Systems Design
    • CPC50612 Diploma of Hydraulic Services Design

This review commenced in late 2017 and has considered a significant amount of feedback, from all Australian jurisdictions, on the previous drafts.

Some of the major issues which were considered, and subsequent decisions follow:

Issue Recommendation
Packaging rules for the Certificate III in Plumbing The TAG has considered feedback from the last round of consultation and amended the packaging rules, where an amendment is not detrimental to regulatory regimes.
Amalgamation of units of competency The units of competency have been heavily reworked to support clustering.  Amalgamated units have remained where learning outcomes are not compromised.
Inclusion of gas units in core The TAG and industry representatives have confirmed that the national qualification should include gas in the core of the qualification, albeit recognising that this does not suit every jurisdiction.
State regulator requirements These have been considered and incorporated into every qualification and unit of competency.
Qualifications not financially viable to deliver The proposed new qualifications are similar to the old qualification in terms of volume of learning.
Emerging trends New units have been included in heritage roofing, vacuum drainage, cured in place pipe and performance solutions.
Gas installation in caravans and marine craft Units relating to this work is included in the elective streams.
Capstone assessment The TAG resolved not to consider capstone assessment in this revision.

Any feedback received with duplicated text will be considered as a single response. We are seeking individual responses which explain, support or identify concerns with the draft material.
