Project: NatHERS and Home Sustainability

On behalf of the Property Services Industry Reference Committee (IRC), Artibus Innovation is reviewing the CPP41212 Certificate IV in NatHERS Assessment and the CPP41110 Certificate IV in Home Sustainability Assessment and 26 sector specific units. It is proposed to replace them with a single qualification, a Certificate IV in Home Energy Efficiency and Sustainability. This is designed so that electives can be chosen to provide specialisations in thermal performance assessment or home sustainability assessment, or both.

The processes supporting the review of the CPP41212 Certificate IV in NatHERS Assessment and the CPP41110 Certificate IV in Home Sustainability Assessment involved:

  • an initial desktop audit of the units and qualifications
  • the formation of a technical advisory group which meets regularly to provide expert advice.

The project is also guided by several key principles underpinning current government reforms to training packages to:

  • remove obsolete and superfluous qualifications from the system
  • support individuals to move easily from one related occupation to another
  • improve the efficiency of the training system at the unit level, and
  • foster greater recognition of skill sets.

The units were reviewed, and are being streamlined and updated to reflect current industry practices. The assessment requirements and the performance and knowledge evidence are being updated to reflect the detail sought by industry and to support enhanced quality of training and assessment.

The qualifications have also been reviewed for fitness for purpose and structural effectiveness to optimise vocational outcomes. It is proposed that the two qualifications be integrated to create a Certificate IV in Home Energy Efficiency and Sustainability, designed to reflect current work functions and job roles in the industry.

Four BSB auditing units are included in the electives of the draft Certificate IV in Home Energy Efficiency and Sustainability: BSBAUD402 Participate in a quality audit, BSBAUD501 Initiate a quality audit, BSBAUD503 Lead a quality audit, and BSBAUD504 Report on a quality audit. The units are to support the continuing professional development of reviewers who quality assure accredited NatHERS assessors as part of the Assessor Accrediting Organisations quality assurance system.

There are 12 updated sector specific units and one qualification in draft and a list of 14 units proposed for deletion, now available for public consideration.
